Stroop effect, in which the names of the words interfere with the ability to name colors of the ink, is coused by people's inability to avoid paying attention to the meaning of the words, even though they are instructed to ignore them.
Reading the words uses only few cognitive resources, but it is enough to slow down the speed of saying the colors. Stroop test is considered to measure selective attention, cognitive flexibility and processing speed.

I'm not sure if I understand the question right, but I think that when we speak about motor Stroop task, the point is that participants are not reporting what they perceived by naming colors, but by the pushing a certain button (what makes it a motor task). The result of replacing the response method is that this motor actions are usually faster than verbal ones, especially after extensive practice.
